Travel to Hungary with dogs, cats and ferrets of non-commercial purpose

The movement of pet animals of non-commercial purposes to EU and between EU member states is regulated by 576/2013/EU Regulation.

Hungarian implementing Regulation is 21/2015. (IV.30.) Ministerial Decree.

ATTENTION

New rules entered into force as from July 2013, the new Regulations shall apply from 29 December 2014.

Summarized requirements applicable when entering into Hungary:

  • up to 5 animal's movement can be considered as non-commercial
  • the animal(s) has/have to be accompanied by the owner or a person responsible
  • the animal(s) has/have to be identified with a readable tattoo (until 3 july 2011) or with a microchip (explanatory note by European Commission)
  • the dog/cat/ferret(s) must have a valid rabies vaccination
  • must have an EU pet passport OR a certificate provided by 577/2013/EU Regulation.
  • rabies serological test is only required when the third county of origin is not listed in 577/2013/EU Regulation.
  • if rabies serological test is needed, the result has to be at least or equal to 0,5 IU/ml, carried out at least 30 days after vaccination and three months before being moved. 
  • rabies serological test shall carry out in one of the EU approved laboratories

Waiting period does not means spending the 3 month in a quarantine facility, but the animal has to remain in the country of origin in that 3 month period after the blood sample was taken.

If the rabies serological test had been carried out once with a favourable result, and the animal has been revaccinated before the validation of the vaccination would have been expired according to the manufacturer's recommendation, the rabies serological test is valid for the lifetime of the animal, no additional rabies serological test shall carry out.

Hungary’s decision regarding the application of the derogation from the anti-rabies vaccination condition for young dogs and cats in accordance with Articles 7 and 11 of Regulation (EU) No 576/2013, and Article 10 of Directive 92/65/EEC (trade)

With reference to the explanatory note Ares(2014)3646259 - 03/11/2014, “young dogs and cats” mean dogs and cats which are less than 12 weeks old and have not received an anti-rabies vaccination or are between 12 or 16 weeks old and have received an anti-rabies vaccination but are not yet fully protected”.

National Rules Applying To Entry of Pets Less Than 3 Months in Other Member States

Travelling with pet bird(s) to Hungary

Movement of pet birds accompanying their owners into Hungary is regulated by 2007/25/EC Commission Decision with applicable model health certificate and declaration in its Annex. Last amendment of this piece of legislation is 2010/734/EU Commission Decision.

Travel to Hungary with pet animals other than dogs, cats, ferrets and pet birds (e.g. rodents, reptilia, amphibia) of non-commercial purpose

  • up to 5 animal's movement can be considered as non-commercial 
  • the animal(s) has/have to travel with the owner or a person responsible 
  • health certificate provided here can be used to accompany the animal, but no legal obligation existing for the use of it (in case of air transport IATA can have requirement an accompanying document to have).
